1. To be deleted if there are no savings available. When savings are available on other sub-heads to meet, totally, or partially, the additional requirements, the amount to be so used should be stated.

Heads of Departments are responsible for seeing that such savings are

not otherwise used.

2. Explanations must contain sufficient information to satisfy not only His Excellency the Governor and Finance Committee, but also the Secretary of State to whom Messages are forwarded for approval after they have been passed by Legislative Council.

Sufficient reasons must be shown why the required provision was omitted. from the current Estimates and why the Expenditure cannot be postponed for

inclusion in the next Estimates.

3. A separate form should be used for each item of supplementary supply. 4. These memoranda require to be initialled by the Treasurer and should as a rule be passed to him before submission.
